Omar Ousman Jobe

Project Manager, ACE Impact Project – PIU, STEE-USET | Development Economist & Governance Expert

Omar Ousman Jobe is a distinguished Development Studies and Management specialist with over two decades of experience in program design, governance reform, public policy, and institutional development across Africa. Currently serving as Project Manager for the ACE Impact Project under the Project Implementation Unit (PIU) at STEE – USET, Mr. Jobe has consistently demonstrated leadership in multi-country programming and institutional strengthening.

He was previously the Executive Director of the Centre for Sustainable Development and Governance (CeSDAG), and before that, the Programme Quality and Learning Manager for the Agency for Cooperation and Research in Development (ACORD), headquartered in Nairobi, Kenya. His extensive background includes directing the African Competition Forum (ACF)—a 30-member network of African Competition Authorities funded by IDRC and DFID—and leading the Pro-Poor Advocacy Group (Pro-PAG) in The Gambia.

Mr. Jobe has worked closely with The Gambia’s National Assembly, providing training and policy advice, particularly to the Public Accounts and Public Enterprises Committees. He also served as a Competition Commissioner (2009–2013) with the Gambia Competition Commission and has been a lecturer in Management and Development Studies at the University of The Gambia, teaching key subjects like poverty analysis, public sector reform, and market regulation.

Fluent in both English and French, Mr. Jobe is highly skilled in project management, strategic planning, results-based management (RBM), and governance systems. He holds multiple postgraduate degrees from elite French institutions, including the University of Paris I – Panthéon-Sorbonne and the Conservatoire National des Arts et Métiers (CNAM), with M.Phils in Development Economics and Geography, and MScs in Management and Local Development.
